More to the point of this thread, Rhode Island doesn't REALLY have a budget surplus. Any more than Massachusetts does. Not the kind that involves state government actually spending less than it confiscates. Frankly, I don't see this ending well for any of us when money stops falling from the heavens. When it must necessarily stop.
