Considering I've been sexually active for more than 20 years, I stopped keeping count a long time ago.
And yes it could be easy to have more than 24 people if you had a period of time where you were being experimental or not having any serious relationships and just playing the field. A lot of people do this during the high school and college years.
There are some thing you can compare, and there are others you can't.
We're not talking acts here. I don't care what kind of act anyone does (with another consenting adult), regardless of how gross I think it is. That's their business and between them and their preference.
We're talking about taking a deeply intimate activity and turning it into something as common and meaningless as picking toe jam between this little piggy and that one.
Or we are talking about people who feel free enough to explore the chemistry and connections that they may have with other people.

Not everyone has the same values. Not everyone sees sex the way you do. Frankly, I think puritanical views IRT sex is quite unhealthy and irrational. What I can get on board with is limiting number of partners for self-protection from STDs and the like, but as moral judgments from the population? Hell no.
if we're only looking at hetero, men and women would have the same average by definition (ignoring a few trivialities like the fact there are slightly more women than men and lifespan differences, threesomes etc)

if you're counting homosexual relationships, i'm surprised if you think lesbians weigh more heavily than gay men in the numbers department...
as far as padding numbers, i think that's less common than the stereotype. i never pad, and avoid the question entirely if possible (barring anonymous polls )
I mean heterosexuals. I do think women are more likely to tone it down because humans in general are pretty nutty when it comes to sex. It's to avoid judgment. I don't know if men pad their numbers.
I mean 24+ partners could be easily raked up while in college over 4 spring breaks in Cancun plus the average # of weekends spent barhopping in Collegetown USA and not to mention frat parties or summer trips to Europe and study abroad semesters.
I"m sorry but any girl who spends time in Cancun over 4 spring breaks, bar hops all the time, and went to frat parties frequently is not the kind of girl I want to date. So basically, you're saying 24+ partners is easy if a girl lives the life of a party girl s***? Yeah, duh.
If you are 40 24 could be one a year. It looks like 24+ is winning easily. Not surprising at all.
