Yes all complaints in Oregon are public record and anyone can go and view them as well as the investigation and results. The problem is that the complaints and disciplinary action isn't available online so consumers have to physically go into the office to see the file there.
Just to comment on AZ, we do have an on-line license database that indicates if an agent has any open complaints or disciplinary actions. Open complaints are not available for public review as they represent unproven allegations. Disciplinary actions can be reviewed. In fact, I get email from the Dept of RE detailing any recent actions.
See here's the crazy thing how I do I prove it. I know damn well what she was up to but how do I prove it? I should just open up those mls search results a little bit so she gets an email everytime anything comes on the market in my mls... lol. ;-) She hasn't replied to my very pleasant email or vmail... I think she knows she's busted.

What was your first clue she knows the gig is up, lol? The voicemail? If she has any shred of decency, you'll receive a chagrined acknowledgment. If it was your listings she was interested in, she will be calling. Who knows, if you are in a desirable vacation area, maybe she is looking for herself, or her family. I don't think you can report her just yet......you would look rather nuts. ("She didn't say she was a Realtor when she called!"). I think you need more........but keep an open mind in the event she calls you again.
Real estate agents never turn each other in. If you start doing that, no one will ever talk to you again, other brokers will tell everyone not to work with you and you can kiss your real estate career goodbye.
But alas, this is also the biggest problem with the real estate industry. Everyone ignore bad behavior, thus it continues.

Actually MLS violations reported are anonymous. Agents do turn each other in when there is reason to warrant it. Our board stays pretty busy reviewing files.
