I'm just baffled by what an "exclusive" parking deck will be. Exclusive infers that some something or someone will be prevented from using it. Maybe the mention of it along with the Publix announcement is just coincidental.

I imagine they are saying that at least part of the deck will be reserved for residents as a sales tool. That’s pretty common.

Don't think there's much reason to be concerned and you might be reading too much into this. Their use of "exclusive" is a marketing term to refer to the fact that there will be a dedicated deck for the residents of the building and users of the commercial spaces (Publix).
Now if you tried to park in that deck and then leave the premises and go eat in a restaurant blocks away on Glenwood South, yeah sure they'll probably tow/ticket you. Their parking deck is for their facilities and they can decided what to do with it.
Looks like a couple of lots in the northwest corner of Davie St and Harrington St in the Warehouse District have been scooped up by investor Gary Fields.

Hopefully Fields' crew gets the height and density thing straightened out. Doesn't need to be massive, but ten stories or so would be decent.
