That's not per mile. That is the total toll to go on the new tolled section of 147 (whatever they are calling that now) from 40 to the intersection with 540.
It is supposed to be about $0.24/mile without a transponder.
24 cents per mile without transponder, with a 33% discount (so 16 cents per mile) if you do have a transponder.
In case anyone's interested in the math, at a discount of 8 cents per mile you'd need to drive about 62.5 miles on the road to recoup the cost of the $5 sticker transponder. 250 miles to recoup the $20 hardcase transponder fee.
Im not totally against the idea of toll roads but I would feel a little better if they had not eliminated two major routes to build the toll road. Then you could definitely say don't drive on it. Of course in other states they have also avoided improvements on parallel routes as well. Whose to say whether it is intentional to drive people to use tolls or not?
In general, I support the idea of tolls, including putting them up on I-85 & I-95. The fact that the toll only applies to part of the road is what I disagree with. Either no tolls or tolls on the whole thing.

I don't understand how you could support tolling roads that are already paid for with bonds (tax hikes) and federal dollars? Enjoy your "NC"-540 and "NC"-147. I'll stick to my trusted "I"-40, "I"-85, "I"-95, "I"-540, and "I"-440 that I've dearly paid for over my lifetime of paying taxes, including my gas guzzling vehicles which require more gasoline and that means more gasoline taxes.
Everybody pays taxes....so dont feel like they are treating you special!
I think we should be tolling I40, I85 I95 at the borders. Virginia is going to toll 95. We should at least have a "Duel" tollbooth at the border that we can split with Virginia/SC/Tenn. The out of state drivers should chip in for the roads THEY are using and not paying tax for, unless they purchase gas here. Taxing the local highways is nothing but a use tax. I refuse to use the new toll road. I would rather drive 30 miles out of my way. lol
And then for this new system to be incompatible with the other tolls systems is just a kick in the teeth. Making you pay for the means for them to take your money easily? FU!
Wait to see how many people dont pay their mailed bill promply. We will see booths going up within 5 years.
Replacing the gas tax (federal and state) with a toll booth, honestly, isn't that bad an idea. One one thought, if NC/VA/whoever removes the gas tax(will never happen but let's just pretend) then the gas stations will be quick to jack the pump prices up right behind it since they profit next to nothing at the pump. I understand that roads need to be paved and replaced and I can also understand that there needs to be a way to pay for it. Just in todays climate, it seems we are always looking for a reason to go beyond paying for the said project.

My God, does every discussion of some aspect of new toll road have to degrade into a debate about tax funding vs. toll funding? Seems like we go down this road every time. (Pun intended.)
