Portland water is very expensive. The common perception is that it's due to the wide range of construction projects whose costs are tacked onto the water bill rather than funded in some other fashion. Even if you aren't watering a yard, a family of 3 can pretty easily run to $100/mo (basically twice what you're paying in Sac). If you water a lawn, wash your car regularly, have a pool, etc. running to several hundred a month is certainly possible.

Edit: Though the OP appears to live in Long Beach, MS. I would wager rates are higher there because of long-term drought conditions in that region, though that's just a guess.
