Even if you aren't watering a yard, a family of 3 can pretty easily run to $100/mo (basically twice what you're paying in Sac). If you water a lawn, wash your car regularly, have a pool, etc. running to several hundred a month is certainly possible.
Edit: Though the OP appears to live in Long Beach, MS. I would wager rates are higher there because of long-term drought conditions in that region, though that's just a guess.
