Why would anyone do that? I don't believe it. Commute times will differ depending upon traffic, whether you are driving or taking public transportation and where you want to go from one point to another.

There is no one set rule that says commuting must take under or over any set amount of time. I used to live in the Woodstock area. By one bus route it could take 30 minutes or more to get downtown. By another 40 minutes to an hour. Driving, of course, would take less time but I am guessing 20-30 minutes depending upon traffic. And then if the bridges are up, waaaaay longer.

You cannot be guaranteed a commute will always take a certain amount of hours. And if that is such a worry for you, why don't you just live next to your job or school or wherever it is you need to go.

I've been concerned about traffic up there for not wanting anything bad to happen to my truck. Have been told horrible things about PDX traffic, that you want to live close or in the same city as your work or else your commute times will be really long, which coming from here that sounds horrible having an hour or longer commute, specially coming from here if you work in Eugene your commute is 30-50mins depending on traffic, much less distance up there than here.

I do a lot of travel to other cities for work, frequently finding myself in rush-hour traffic.

I would rather take Portland's relatively sedate commute over anything in California, Texas, Florida, Atlanta, or even the entire Eastern Seaboard. You just don't see people here driving on the shoulders just to bypass a dozen cars. Lane merges are usually one person from each lane, instead of some &#()@*!&^#(!& tail gating to get ahead one car in line. The onramp lights are actually followed, instead of two extra cars illegally going on each light.
