as well, OneUnited, based in Boston, witnessed a nearly complete evaporation of its capital level after the U.S. government seized control of Fannie Mae and Freddie Mac. It’s Tier 1 risk-based capital sunk to 1.88% of assets, far lower than the desired level of 6%. A lawyer for OneUnited called Barney Frank and another democrat representative to complain about the effects of the U.S. government actions on OneUnited.
The other representative that OneUnited called was Rep. Maxine Waters of California. Waters is the head of the House Financial Services subcommittee on housing, and until last spring Maxine Waters’ husband Sidney was a OneUnited director. Barney Frank has “longstanding ties” to OneUnited and had a deposit account there in the 1960s. Frank, who was intimately involved in writing the TARP bill, admittedly wrote a provision into the bill that gave special consideration to banks holding less than $1 billion in assets but that had been previously well-capitalized — characteristics that melded perfectly with OneUnited. He even said, “I did feel that it was important to frankly try and save them since it was federal action that put them into the dumper.”
Barney Frank maintains that he asked that OneUnited be given consideration for TARP funds “without in any way impinging on their safety and soundness rules.” He also says that the fact that OneUnited is Massachusetts’ only African-American-owned bank would have made it a “social tragedy” had OneUnited not been supported by the government after government actions caused its downfall. For her part, Rep. Waters says that she was unaware OneUnited received any funding one way or the other.
