That was a bit above and beyond. I'd have no problem with them making her uncomfortable...whatever...it does appear she might need an attitude adjustment...but throwing her to the ground and knocking her in the head was...there's no excuse for this. It's not like she was already wailing on them.
I see a cop with rage issues.

I learned a long time ago that arguing with children is bound to make you look stupid...even if you win.
I wonder what training this gentleman received and if his department is well funded....or....are they just allowing anyone with a community college certificate to walk in and sign up for a badge.
There was another thread about this, but this is the first one with a video. It looked pretty excessive to me. She was in a cell, not really a threat to anyone that I could see. I don't condone what she did, and agree that the police sometimes need to use force. But this is still pretty ugly.
In a word? NO.
The job is to arrest, investigate and prepare evidence. It is the courts job to determine punishment.
He needs to be charged with assault, fired, and his partner might face the same charges.
The teen in question needs to be held accountable for her actions and face the court of law.
No walk for any of them.

The girl wasn't a danger to them. A 6' 2'', 195lb cop beating a 15 year girl for kicking one of her shoes his way! The little man in that big body had his ego bruised and decided to show that little girl who was in charge. I applaud that detective for turning the tape over.

All too common.... This is a true story not a joke. A priest a Rabbi and a methodist minister were driving through my home town in a caddillac. They were pulled over for speeding. The local cop decided that the Rabbi was a bit too lippy and smacked him around. The cop escaped and consequences inspite of strong testimony from the 3 men of god. We call our local cop Opie he is about 5'7 and 145 pounds. Yes he has the little man syndrom.
