He said that New York's governor had refused to authorize such a distribution to New York, and so he would be unable to deliver it there until Gov. Cuomo changed his mind and authorized it.
Simple and straightforward, and understandable by everyone except fanatical Democrats.
Still petty and vengeful in defeat, upset with the New York governor because he didn't speak kind of him. So, he will leave people unprotected just to get back at the governor, he wants the governor to come begging for the vaccine. And he wonder why he lost.

He's always been a sniveling runt. What can he do about any hypothetical governor saying no, though? He isn't going to be the President anymore. (I strongly doubt that any of the governors are going to refuse to make the vaccine available, by the way.)

What he actually said was New York State Governor decided to wait on the vaccine, because he does not trust it while Trump is President.
What the hell is wrong with Cuomo? Why is Cuomo making this political, at the expense of people's lives?
What is wrong with CNBC and how they wrote the article? It's not that Trump won't give the vaccine to New York. It's that the Governor of New York won't accept the vaccine from Trump.
