Actually, President Obama didn't have to sign off on the sale. There were nine signatures required (secretaries of the treasury, state, defense, homeland security, commerce and energy; the attorney general; and representatives from two White House offices - the United States Trade Representative and the Office of Science and Technology Policy) for a 49% sales of a Canadian company who had assets totaling 20% of easily mined uranium by a Russian company. Further, the NRC had to approve transfer of the licenses and none of that uranium can leave the US without their approval. In reality, that uranium is still in the US and being sold to nuclear plants as US capacity is only able to supply 11% of their requirements.

Today, that percentage owned by Uranium One is now down to 10%.
