At an accident scene where serious injuries are involved the Fire Captain is in charge of the scene until the injured people can be transported. Saving lives takes priority over the inconvenience of the other motorists.
The law enforcement agency is supposed to assist the FD to save lives and to protect the emergency responders. In this case the CHP was completely in the wrong and his motives should be examined closely.

This. The fire department always ranks higher than the police when responding to an emergency situation. The cop in this case, was way out of line and should be severely reprimanded for obstruction of emergency response.

That someone on a road was going to fast and lost control and hit someone in a non emergency situation does not mean all lanes of an interstate must be shut down for hours.
