But the schools and the city give away free condoms for "safe sex."

This topic is pointless. By now, everyone in the U.S. over the age of 12 knows what high risk practices result in HIV infection. We've had 25 years of public service annoucements, state and local health departments have been putting the information on everything from public buses to pamphlets and free condoms at bars for years. If anyone is not informed about high risk behavior, they have been living underground. That said, just take a look at the gay personal ads on craigslist or any other website to get an idea of the numbers of men seeking "raw", "bareback", sex. Too many people just don't care about getting infected anymore. Gay websites are full of commentaries from HIV positive individuals critical of others who "discriminate" by not wanting to engage in sex with an HIV person, or they tell how empowered their lives have become after their emotional growth from living with HIV. It's practically chic for some in gay communities to be HIV positive. There is a denial in those communities about long term consequences of the disease. People choose to believe that all they have to do is take their HIV med's and all is well. Countless medical journals say otherwise, long term infection, even when the virus is at undetectable levels, causes brain atrophy, increases the risks of many cancers and heart disease to name a few. Sorry, I don't think anybody "deserves" to be infected BUT, it's hard to not be frustrated that given the readily available information out there, that so many people continue to volunteerarily engage in high risk behaviors. And it is not limited to Latino or black communities, it's pervasive.
Black, white, straight, gay. If you get aids in 2014, it's no ones fault but your own. The rules are pretty simple. Don't stick needles into yourself. And no matter who, what, where you fck, do it with protection.
People (in America) no longer get it bc of misinformation, lack of knowledge, etc. it's bc of poor personal choices. And unfortunately with that, often come bad consequences.

As for using "protection", some studies show Truvada to be as effective as condoms. A lot of people seem to forget the condoms only have a 97 or 98% effectiveness rate.
This is saying an outsized number of gsy black men are getting aids. Of the babies born with aids, do many of them have gay black fathers? Is there a reason why the 2-3% of condom ineffectiveness would disproportionately affect gsy black men?
Or maybe the blame is on no one but themselves, as I said.
