Just heard the author of the book being interviewed and she comes from the economic standpoint and introduces an interesting premise. Article worth the read.
The Democrats in Washington are not interested in more oil reserves. They dislike oil, no matter where it comes from. They tolerate it out of necessity.
Canada already gets protection from us, without really asking for it. We protect them as an ally and in our own self interest.
