I'm sure President Obama means well; however, this fund, if not provided through direct building or upgrading of already existing electricity infrastructure, will only enrich leaders in Nigeria. I speak mainly of Nigeria here.
I'm not sure the problem Nigeria has concerning poor electricity generation is financial, maybe for a country like Liberia it is, but certainly not for Nigeria.
Others on this forum, who live in countries where electricity is not an issue can't imagine the pain and frustration of living with little or no electricity. But, it's not the problem of the American government. Yet again, it's commendable for President Obama to make this pledge at this time; whether or not he is black. One only hopes that in Nigeria, this aid is put to good use.

(CNN) -- U.S. President Barack Obama pledged $7 billion Sunday to help combat frequent power blackouts in sub-Saharan Africa.
Funds from the initiative, dubbed Power Africa, will be distributed over the next five years. Obama made the announcement during his trip to South Africa, the continent's biggest economy.
"Access to electricity is fundamental to opportunity in this age. It's the light that children study by, the energy that allows an idea to be transformed into a real business. It's the lifeline for families to meet their most basic needs, and it's the connection that's needed to plug Africa into the grid of the global economy," he said.
If the President didn't pledge anything in Africa, you Regressives would be complaining about that. If he pledged less, you'd be complaining that he didn't pledge enough. The Conservative narrative continues to be a reflection of the inferiority of the Republican view. Worthless and short-sighted. You can't win elections, can't run an economy, don't know how to benefit the infrastructure, don't know how to create jobs for Americans, only protect the rich, are clueless about civil rights, health care, the environment, and so forth. This is a good move by the President. You clueless Pubs don't give a damn about Africa or African-Americans.
Stand aside and leave these matters to your more enlightened superiors. That's President Obama and his administration...and don't you forget it either.

Obama needs it to send to Africa. You'll see a Africa Surcharge starting on your Oct bill.
