I am fascinated with the new America and the ethnic and cultural diversity that is happening in communities all over America. So another post on the topic.
Here in Fairfax County VA 29% of Adults are foreign born and another ten percent is a second generation American. 39% speak a language other than English at home. BUT there are no immigrants on our county boards and few in the various County Oversight Boards. I attend the PTA and various meetings for my Grand Children at local schools, many are majority minority, and find few immigrant parents in attendance. I attend meetings on public policy and nearly everyone is white. I find this very strange.

I am very involved at my kids school. we have a large number of non-American born parents. I also see under representation at PTO and other school Parent organizations.
We are working to change that and I personally talk to these parents and encourage their involvement. Our principle is committed to increasing the level of participation. I know this because we have discussed it in meetings. We are seeing the number rise and that is because of the focus on it.
In large measure, this is a result of them feeling like outsiders, and human nature really does play a role in that. Once we insiders reach out and break that barrier, it can and will improve. We are seeing that happen here.

Simple answer: Many minorities are busy working two jobs and don't have the time. Or they work at night doing things like cleaning up after all the people who were at the meetings and who couldn't quite hit the trash can with their coffee cups. Or they're picking the crops you eat or driving the trucks that deliver all that fresh lettuce to your local Walmart. So they're tired at the end of the day and want to be with their families. Not at the Planning Commission deciding boring stuff like zoning laws. (Yawn.)

That's fine just as long as they are here legally in our country. If not, they have no right to be in this country much less working.
A lot of immigrants come from countries where you don't want to get involved in government/public dealings.
Citizen boards and volunteer groups in my town do not reflect the demographic of the town.
