State seeks money to enforce texting ban | Government / Politics - The News Tribune
This is how we get to $16 trillion in debt. A million here, a million there. The Tacoma News Trib reports that the federal gov't is offering $5.6 million to states to enforce bans on texting while driving, and to run advertising campaigns encouraging people not to do it.
Washington state is considering changing the penalties so that they escalate for repeat offenders, in order to qualify for more of the federal money.

The powerball metaphor is apt, I think. This is a game for the insane, of the insane, and by the insane. How about this idea--you're caught texting while driving once, and you lose your driver's license for life. There, I just saved the US taxpayers $5.6 million.
