Misleading title.

It's only certain franchise owners of a single company that are doing it as a form of protest against their ownership company.

They're no doubt very location dependent with no competitors any where close to their location. That's who they can get away with charging 2-3 times the national average.

It is a form protest but customers are not actually be charged that amount. See this article:

Doesn't mean that was the price at the pump. Hope they got their point across. There are several BP stations here that are always a dime or more higher than anyone else. Sucks to be them some days.

BP does that around here too. Never understood why. Folks usually pull into the quick trip across the street.
