I realize you want to play the semantics game. Don't. We both know how bills are originated and if the Speaker wanted to get started on this he would. The GOP is currently held hostage by the Tea Party, and in real danger of stalling Government to the point of losing the House and a few Senate seats for the Republican's in 2012.

Then why don't we (the U.S.) pay off the debt and stop all this bitching?

Good grief. Do you have any idea how the modern monetary system works? Why in the World would the Government ever want to pay off the debt? Please look at a graph of what has happened to the economy shortly after the Government has run a surplus, or, "paid off debt".

No. The GOP doesn't want to work. The Speaker is afraid. I can't quite recall a Speaker of the House so afraid of the members in his party. He can't get anything done. I never imagined he'd be such a failure at building consensus.
Those tax credits expire at the end of next year, making them too inconsequential to be worth anything; the words 'anemic' and 'underwhelming' immediately come to mind.
The avalanche of costs within both ObamaCare & the Dodd-Frank job-killing monstrosity are, as hotel impresario Steve Wynn recently stated, like a big wet blanket smothering the economy.
As the language in that bill points out, the overwhelming percentage of 'make work' jobs in that bill are for civil service union workers, and nothing in that bill will incentivize the private sector to hire anybody.
We don't need any more idiotic bills from this administration which made about as much sense as 'cash for clunkers' or that $8,000 homebuyers tax credit, two equally worthless bills.
As long as he continues to be fixated on hiking taxes in an economy as bad as this one, the economy has no chance of improving until he's replaced by someone from the GOP who comprehends the correlation between tax hikes and tax revenue---when you raise the former, the latter goes off the cliff.
