Maybe if we expand the disaster aid to trillions, the GOP will be for it because they tend to like expanding the USA's debt by the trillions. That's how they roll.

What I don't get with the democrats is why they don't propose spending cuts which would be very difficult for even the tea party faction to accept. Is there any L. B. Johnson political gamesmanship left in the party or is it an organization of milquetoast?
The Democrats will figure it out eventually, but, for now, the Republicans are winning in the realm of pr#ckdom.
Every state has an emergency management group of some kind plus the national guard that they can call up. Why do we need a duplicate agency at the federal level? It's difficult to get rid of it but easy to de-fund it.
