Because a modern American President can do anything he wants, no matter how illegal or unconstitutional. The traditional division of powers is gone; Congress won't do anything against a rogue President, and the Judicial System is equally corrupt and indebted to the Executive Branch (who appoints them and obviously has a way to control them).
It is ironic that Richard Nixon was the last President to think that at least the appearance of integrity, and the support of the populace, was essential to the office. Look at the "crime" that caused him to resign: some of his staffers broke into the campaign headquarters of the other party. Who cares? But apparently this was a significant enough transgression to cause him to resign the Presidency.
Now, our Presidents routinely ignore constitutional and legal limits on their powers. They are supposed to not be able to wage "Personal" wars against other nations, and should be limited by the War Powers Act. Only Congress is supposed to be able to declare war. Instead, modern Presidents simply wage wars, call them something other than wars, and totally ignore their constitutional limits. Look at Bush in Iraq, Obama in Libya. Senseless wars that had nothing to do with either the 9/11 attacks or protecting America. Congress, instead of impeaching rogue Presidents, licks their boots.
We no longer have a sane and responsible government. We have an overgrown, power-mad, grossly fiscally irresponsible and criminally corrupt group of Mobsters in Washington, who have brought our nation to its knees.
We must totally reform our government from the top down. Only one candidate and political group supports doing that: Ron Paul and the Libertarians. We either elect him and start reform in 2012, or we continue riding the current train over the broken tracks in the middle of the chasm, straight to the rocks at the bottom.
