It was at least a year and a half before we went to Iraq after 9-11, so much thought and planning went into the decision. Libya.........not so much.
What about revenge for the Lockerbie bombing? Could that be in play here? After all, the Brits are with us.
Bush got congressional approval for going to war, and he spent months presenting his reason for going to war to the American people. 0bama makes like two public statements, and launches missiles and bombers for a war against Libya.
President George H.W. Bush as President authorized U.S armed forces to enforce a no-fliy zone over Iraq based on United Nations Resolution 688. And he had LESS of a clear mandate to enforce a no-fly zone than President Barack Obama has with United Nations Resolution 1973.
In 1991, the United States, United Kingdom, France, Turkey and other states intervened in Kurdish-Iraqi dispute in northern Iraq by establishing a no-fly zone in which Iraqi aircraft were prevented from flying. The intent of the no-fly zone was to prevent possible bombing and chemical attacks against the Kurdish people by the Iraqi regime. The initial operations were dubbed Operation Provide Comfort and Operation Provide Comfort II and were followed by Operation Northern Watch. While the enforcing powers had cited United Nations Security Council Resolution 688 as authorising the operations, the resolution contains no explicit authorization. The Secretary-General of the UN at the time the resolution was passed, Boutros Boutros-Ghali called the no-fly zones "illegal" in a February 2003 interview with John Pilger.[1][2] In southern Iraq, Operation Southern Watch was established in 1992 to protect Iraq's Shia population. It originally extended to the 32nd parallel[3] but was extended to the 33rd parallel in 1996.[4]
United Nations Security Council Resolution 1973, on the situation in Libya, is a measure that was adopted on 17 March 2011. The Security Council resolution was proposed by France, Lebanon, and the United Kingdom.[1][2]
Ten Security Council members voted in the affirmative (Bosnia and Herzegovina, Colombia, Gabon, Lebanon, Nigeria, Portugal, South Africa, and permanent members France, the United Kingdom, and the United States). Five (Brazil, Germany, and India, and permanent members China and Russia) abstained, with none opposed.[3]
The resolution demands "an immediate ceasefire" and authorizes the international community to establish a no-fly zone over Libya and to use all means necessary short of foreign occupation to protect civilians.[4]
Bottom line is if people weren't calling President George H.W Bush to get impeached when he authorized forces to enforce the no-fly zone in Iraq, then why the hell are they getting their knickers in a twist over this no fly-zone when the U.N. Security Council Resolution 1973 actually gives a MORE EXPLICIT AUTHORIZATION FOR A NO FLY ZONE?
