That is correct. Students can pray an old time they wish. The line has been drawn at the school organizing prayer activities itself.

It seems silly to hold services in government buildings as there is a church practically on ever corner-- at least here in New England.

The Federal court just denied a local municipality which was trying to hold graduation in a church. The courts seem pretty consistent on establishment clause issues.
