Did you actually read the article? For people who do get a refund and are without banks, there are two options: Checks, and now, a debit card. Checks are expensive and bothersome for the issuing party, and for those without banks, not free to cash. (That's why low-income neighborhoods have check cashing places.)

Debit cards are way cheaper for the issuing party, and - well, still not free. Sucks to be without a bank, I guess.

Can you see why the latter solution may actually have something going for it?
They put UE benefits on debit cards.
The same big banks were chosen by the government to handle.
The people are getting fees charged left, right and center all coming out of their UE benefits money.

I guess if they don't have banks..yes it does boggle the mind how people can exist without a bank, then they are paying for access to their money no matter what vehicle the government uses.

It's one of those things that blew my mind when I moved to the US. People without a bank account as a common phenomenon? Weird.

If I get a refund, I just want it to be direct deposited to my account. I haven't had a refund check for so long...and am shocked that so many people still haven't moved into the 21st century with using direct deposit. My employer actually charges you a fee if you still require a paper check since they have to mail it to you. They provide direct deposit for free.

I don't see the point of debit cards if you have your refund direct deposited.

A condition of my employment is that I have direct deposit.

Never had a "debit card" and never intend to. Good point about the fees HappyTexan. Wonder if this is another "payback" to the banking industy?

Either way, the banking industry will get paid, weather its a paper check or debit card. Most check cashing places will charge something like 2.5% to cash the check (for those who do not have a bank account). So if someone was to get a refund of say $1000, the charge to cash that check would be $25.00, which is ridiculous.

I don't know if any employers use paper checks any longer. That would be quite an interesting company. They pay a lot but are stuck in paper land. Makes me wonder how crappy their computer systems are or whether or not they even use them. I don't want to go back to paper ledgers and balancing books by hand!

I got one when I was in high school.....
I pulled all of my money out of banks with the acception of a business account. I have to have a business account.

They don't pay much interest, why let them use it???
