No it doesn't. It picks and chooses who to represent (as does any legal team), but it does not pick and choose rights. Only the Constitution and the courts can determine rights.

My understanding is that they have, and so the Fire Department wouldn't have allowed the Koran burning ceremony in public anyway. Amazing, isn't it?
