Because he was terrible during the first four years of his career. Sometime in 1974, a switch flipped and he played as well as any QB in the NFL for the next eight years.

He flat-out dominated the NFL in 1978. That season, he was named the league MVP, the Bert Bell Award recipient, the starting QB for the AFC in the Pro Bowl, the First-Team All-Pro QB by the Associated Press, and the Super Bowl XIII MVP when he became the first QB in Super Bowl history to throw for 300 yards and four TDs in a single game.

He led the NFL in yards per attempt in 1977 and 1978; yards per completion in 1980, and TD passes and TD percentage in 1978 and 1982. He also ranked in the top five in passing yards per game in 1979 and and 1980; yards per attempt in 1979, 1980 and 1981; yards per completion in 1970, 1977, 1978, 1979, 1981 and 1982; completion percentage in 1975; TD passes in 1977 and 1979, TD percentage in 1975, 1979 and 1981; INT percentage (low) in 1972 and 1975; and passer rating in 1975 and 1978.

He did all this while being the only QB left in the NFL calling all his own plays by the late 1970's. This placed upon him a much higher level of responsibility than any other QB, since he was also the de facto offensive coordinator. By comparison, for all the love that Roger Staubach gets, he was the original "system" QB, simply throwing the ball to spots where WRs were designed to be, and doing what the coaches told him to do. Sports Illustrated had this to say about Bradshaw in their December 18, 1978 issue:

I still think Joe Montana's body of work is better, but Terry Bradshaw has become shockingly underrated when you put his career in proper context.
The comparison was "players", plural. If its the existence of the teams from inception till now, its about more than Montana and Bradshaw. Just saying.

I go to tons of Steelers games and never have a problem with drunks. Of course maybe that's because I am one of the drunks.........

Seriously though, I arely see anyone at a Steeers game giving anything other than a little good natured ribbibg to opposing fans. In fact, compared to other venues, and I've been to a lot, I'd consider it one of the best for an opposing fan.

That complaint is mostly only ever made by Pirate/non-football fans/Steeler haters.

Why just compare qbs and wrs? While the Steelers had some very good offensive players, their main claim to fame is having one of the greatest defensive teams to ever step on a football field. The Niners had one legendary football player on defense (Lott), while the Steelers had 4 Hall of Famers (Blount, Greene, Ham, Lambert). You can argue that Charles Haley (who spent half his career with Dallas) is deserving, but I can argue that so are LC Greenwood, and Donnie Shell.
