Good question but harder to answer. In the "Theme" contest, my first consideration is whether the entry meets the spirit of the month's theme. If it's too much of a stretch, I usually rule it out. Past that, I'm just looking for a photo that grabs me, evoking a feeling or transporting me to the place it was taken. I don't necessarily look for technical correctness, but still, it's hard to fall in love with a photo that's out of focus, cluttered background, etc.
As for what I vote for in the "theme" contest, like PawleysDude, my first inclination is to lean towards photos that capture the theme well, combined with something that just grabs me creatively. I like color and contrast, and photos that use the imagination a bit. In the "theme" contest I put less emphasis on perfection of the actual photo and more on the imagination and fun of it.

Great responses so far! I guess I failed to mention that I too, consider first whether the photo actually fits the theme. That's definitely my first thought as well.
I loved the theme for this month's contest. Lots of varied and great photographs of our hobbies. So, I'm curious, what is everyone's strategy, so to speak, when they vote on a photo. What to you makes a good photo? Do you go on emotion? Do you use the rules of photography like composition, etc? Or, is it something else? For me, I try to use the rules of photography. As an amateur photographer looking at always improving my skills, I try to seek out those photographs that exhibit good composition, either the rule of thirds, following an S curve, or something that really draws the line in. I also like to look for simplicity in the photo, making sure focus is correct, and then of course, I also have to be emotionally drawn to a photo.
So, what to you makes a good photo? I love that photography is different for everyone and we all have a reason for choosing a favorite photo!
Since I'm far from a technical expert I usually look for what jumps out at me, maybe something different. I like photos that don't require much explanation and reflect closely what the photographer was trying to convey. Naturally, for the theme contest the photo must be in the spirit of the theme.
These are really good. I'll get some photos in here as soon as it's warm enough to go outside where I live. March is the cruelest month. And the ugliest month around here.
