Unless there is some type of student housing, you won't find anything safe and walkable. You can find walkable and cheap, but not safe. I'd recommend checking out rooms to rent in Germantown or East Falls.

Google "Craigs List" and look in South Philadelphia near the Broad St subway (underground train) that will take you to Temple University fast.
www.septa.org North Philadelphia near Temple is not a good place to live unless you find somthing right on campus.
