Correct. I am out of date and was thinking about advance earned income which is no longer around.
In any case, looking at the current W-4, she can just claim on Line 7 that she was exempt from tax in 2013 and expects to be exempt in 2014 and she will have nothing withheld. She will then get the $800 back now rather than next year. Not much, but I expect every little bit matters if your income is only $10,000.
Of course, if she has more income in 2014 for some reason, you would have to look at it more closely.
The W-4 does take into account the Child Tax Credit.
