Architectural blocks.
DS would build a cityscape for the toy cars, dd would build houses for the lego people, often they would combine their play in odd but creative ways. They played with those things for years, long past the age I would have thought they would have lost all interest.
My son and daughter (18 months apart) co-played with the doll house more than any other toy we ever had. Of course, he had his fire trucks and police cars attending emergencies at the house with great frequency. They both played at the same time, but seemed to have two different imaginary worlds going on at one time.
A big dress up box is a great joint gift too. Dont limit yourself (or them) to costumes from a store. Hit the thrift shop and get some funky vintage purses, ties, mens shoes, crazy aprons... Tons of fun!
I'd suggest some type of building blocks like legos or K'Nex -
Or board games - Cranium has some really great age appropriate ones.
And crafts are always great - kids love to cut, color and paint
