My street has 10 boys within a block ages 9-11 and this never happens. People respect each other's stuff.

Thanks for the replies. We went with a bigger BMX, and my son is happy with it.

I guess I was vague about the kids "going after each others' bikes," because my son's explanations don't paint a very clear picture of how typical this behavior is or to what extent it happens. My son has told my wife and me several times about kids knocking over each others' bikes, one kid throwing another's bike during an argument (this kid is known to have issues), and another kid grabbing a bike by the brake line during an argument to prevent the other kid from riding away and damaging it. There was also something about a game in which one of the bikes was dragged around (I'm not sure if the kid whose bike it was consented). So it's not like they're throwing each others' bikes off of balconies, but the treatment of the bikes is such that I was concerned about a mountain bike's handbrakes, cables, and derailleurs.

Regardless of how tough the style of bike is, I too am wondering about some of the kids in this neighborhood. It's an apartment complex that used to be more pleasant, but I no longer think it's the best environment for my family. We're going to move when our lease is up.

This sounds like the best solution. It also sounds like your son isn't comfortable with the kids in the neighborhood.
