Jeggings with a dress or skirt is great in my opinion.
Well, of course. That's the whole point. If the legs are all that is showing then it's just fine. Nobody has said otherwise. A long shirt or skirt or dress look really cute.
Really depends what type of top they're paired with (length, tightness) and the body type of the individual girl. When worn with a longer, looser top like a sweater or baggy sweatshirt and boots, they look fairly innocent, especially on a body type that isn't yet too curvy. I will say, some of the older more "developed" girls will wear them with shorter tops that are very fitted and they can certainly look risque too. That's really the trouble that the same outfit can look one way on one kid and completely different on another. It can be hard to make a judgment call just from a magazine picture.
