Could it be rather innocent, perhaps? After all, it is ok when kids are little or even a bit older...our family sees us in all manner of clothing (or not)....
then all of a sudden, as the teen years come about, it is NOT ok anymore....? Maybe just a frank discussion is needed. Hopefully it is not a case of known/planned exhibition etc by a teen.

Personally, I would not be ok with it. I couldn't imagine walking around in front of my parents - especially my father - in my uns. Add my brother to the mix....gross.

A boy in boxers for a few minutes before getting dressed- fine.
A girl in boxers and a t-shirt having breakfast- fine.
Either sex dashing from bathroom to bedroom in undies- fine.
Walking/ sitting arounf in underwear for ages- not fine once you are past the age of 10 or so.
I think it depends on the family and whether it makes them uncomfortable. I have 3 boys and I don't walk around the house in my bra/panties. However, if they happen to see me in my bra/panties I don't flip out either. It's not that big a deal.
My older 2 guys (15, 17) keep their school uniforms in a drawer in the family room. They will walk out in their boxers in the morning and take their shorts out of the drawer. I don't think that's a big deal. I really don't care if they walk around in front of me in their underwear but I think they should be dressed during the day in case people come by the house.
Boys underwear covers everything that's important so I don't see why it is a really big deal. If it doesn't bother other people it doesn't bother me.
I think it depends on what sort of undergarments we're talking about and where. Teen girl in underwear and a bra sitting on the couch watching TV? Not gonna happen. In a cami and PJ pants? Sure. Going from the bedroom to the bathroom in an underwear and bra? Not a big deal...
Yea, it all depends on what kind of underwear and under what circumstances. Boxers or tighty whities? Grabbing a drink from the frig early in the morning, or eating pizza in front of the TV in the middle of the day? Ironing a blouse in the laundry room, or playing checkers?
My daughter and sister wear tanks and boxers, or long tees and undies while watching tv or before bed frequently. All of us will go from bathroom to bedroom in skivvies. The "men" also walk around in boxers in the mornin or late at night.
In my home my fiance and our sons walk around in boxers however my daughter and I are always fully clothed... primarily because we don't wear boxers and we definitely can't walk around topless. Also the males are not in underwear all day it's usually before bedtime and for a short period in the a.m if weather allows it.
