It's not a drain on the Treasury, it's hurting the economy. Every penny you collect is one that is not spent. Oh wait, you can say the same thing about everyone that has a savings account.
Coin collectors being a drain on the US Teasury. Never thought of that. But now that you mention it. Let's see now...Collectors hoard coins. Teasury mints more coins resulting in devaluation. Devaluation results in inflation. Coin hoarders forced to spend hoarded coins because of higher cost of living. Increased spending drives down demand. Recession entered. It is very clear now. Our current economic situation is all due to people hoarding pennies.
