I think property taxes in Oklahoma are uniformly calculated by law and the property tax rate is set by law. The tax rate varies within a rather limited range actually.
So the big difference is the value of the property in question. Location definitely is a factor in valuation. Similarly sized homes of equal quality can be very differently valued depending upon location.
It is the responsibility of the County Assessor's office to asses the value of the property. This assessment can be appealed.
Also I believe the assessment cannot be increased more than 5% per year but there may be exceptions.
