I actually saw a place in Dunmore that was nice, 675 all utils included, off street parking. Only problem is the landlord had left the place dirty so they're cleaning it up now. But during that time I found a nice place in moosic that seems like a steal, washer dryer, heat incl. 2 Bedroom. only thing I don't like about is its a little farther from my job in Dickson city than I would've liked.

But right now it's down to two places, Dunmore or moosic, any thoughts on these two towns?

I would just wait out the Dunmore place since it only needs a cleaning. It's right in the area you wanted to be. Moosic is a farther commute.

Dickson City, Olyphant, Throop, or Dunmore- They're not the most progressive or prettiest areas, but apartment rents are reasonable.
Opinion: I am almost sure that does not apply to retirees.............

Correct. It's an Earned Income Tax, also called a Wage Tax.

So whether or not you're retired, it's not charged on bank interest, royalties, rents, IRA or 401K distributions, or social security.
