Davidson
Apex
Wilkesboro
Beaufort
Salisbury

HN: Mt. Airy, Elkin, Morehead City (I like the longer stretches of flat land for biking, and the backdrop is nice with the IC Waterway)... Fayetteville (Doesn't technically qualify as "small town" per se to us, but I like the layout. I like the potential. It's spacious. Has a mixed use unit. Again, so much potential. I liked it. Sue me.)

Oh, and Hillsborough, too.

Washington has a very picturesque downtown. Tons of architecture. Some good legit small businesses and a beautiful riverfront setting that is very walkable.

Surprised no one has mentioned Manteo.

I hear Manteo mentioned a lot, but not so much for its downtown. Didn't know about Washington either.

New Bern's downtown will surprise some people...the architecture is incredible. Has Hotels, convention center, Tryon Palace, waterfront dining.

I think New Bern was NC's state capital at one time. That alone makes it worth a visit.
