Yes, when state and local governments infringe upon the rights of certain classes of people, the federal government has a duty to interfere.
Yep, that is how it can work. When LOCAL governments overstep their bounds, STATE governments can step in. When state governments overstep their bounds, Federal governments can step in. Courts can be the ultimate interpreter of the laws, unfortunately with people being human, they may not come at things right down the middle. That is why we see some courts with rulings always one way and other courts with rulings always the other.
It would be so much better if people could work things out together, before ever needing to get the courts involved.

Exactly - those on the Left and Right agree to disagree on everything these days, or so it seems. That leads to major government over reach on so many levels, eventually into the very civil/individual liberties people enjoy.
