The bill — originally titled “Amend Environmental Laws 2013” and then renamed as “Create Jobs Through Regulatory Reform” — also bars cities and counties from enacting environmental rules that are stricter that existing state or federal regulations.
SB 112 is about a LOT more than rezoning petitions.
It is basically a bill that says no local laws can be more stringent than state law. The small gov pubs would get rid if cities if they could. I'm mad enough to slap someone.
It's ironic that the party in control considers itself against big government but continue to propose and pass legislation that makes NC's government as big as possible at the expense of local control.
For those who were mildly disappointed that the country didn't "change" overnight and avoided the 2010 election cycle must be feeling really good right now, huh?
Well we all know why they want to get control of local governments. Just take a look at what party is generally in office locally and the answer is clear.

Spite, evidently, is the GOP's biggest motivation.
Looks like this is so towns cant try and create more rules than the state for fracking.
It's about so much more though...
Mentioning one section of the bill doesn't do justice to the INJUSTICE this bill proposes.
And make no mistake, this bill is a done deal. It will pass by a large margin.
Ladies and gents, if you live in a large jurisdiction you are effed. The environmental rules in place to provide extra protection in high-density (relative term) population centers are HISTORY.
I agree with all points made even brick they building in their wall
This senate bill passed majority in the house on Thursday the same day Vaginacycle bill passed, so now a second reading by senate then Gov Signature.
Notice how this bill on rezoning snuck its way through and just had name changes and I think the media is so distracted by the unemployment bill & other that this hasn't no doubt the intent to notice the full ramifications that each of you pointed out.
Ducter your point is the icing on the cake that we will see in two years and all of this bill will cover their tracks on that.
This bill as Native said relinquish the powers of the city to the state and yes it to screw over larger cities that tend to vote for the reasonable party.
