I agree, it is red for a reason. In situations where right on red is okay there is no need for an arrow. The arrow being there means there is a reason they don't want people to turn anytime they want to.
You can turn right on red as long as there is not a sign that says you are unable to. The arrow only states you do not have to yeild to oncoming traffic.
You can turn right on a red arrow in NC. If you are not allowed to turn right on red there will be a sign hanging next to the light that says so. A red arrow is there to inform you that there will be a protected turn when the light turns green.

Interesting and good to know. Everywhere else that I have lived it has been illegal to turn on an arrow.
Yeah, right on red arrow, as stated above, is normal. The main reason there's an arrow is because that lane can only go right.
Now a left turn on red, on one-way streets, is NOT legal in NC, as it is in a few other states.
