Thanks to everyone who has replied so far. I really appreciate you all taking time to do so. At least I know we are very much on the right track as far as North Carolina goes.
Why not look at your home state's colleges and universities: Out-of-state tuition is approx $22,000 / year
Going from prior knowledge, Some in-state at colleges, especially the NE, are around this price, if not more. Plus our weather is better, yet it is relatively close.
But the OP said her daughter is NOT a party person!
Neither was my sister-in-law until she went away to college. I can't tell you how many phone calls I got from her! Things change. People change. Freedom helps with that. Not saying she will become a party girl, but it does happen.
It is a fairly good possibility. We lived in Raleigh for a short time. At 17 who knows what they want to do though?
I always thought I was going to be a nurse, a city girl, career girl, etc. etc. I ended up changing my major 5 times, got married at 21, never lived by myself, and I've enjoyed several different careers. I'm still looking for my utopia--but enjoying every minute along the way. My latest favorite saying, "All who wander are not lost!"
I have had real estate licenses in multiple states and I am an esthetician & electrologist--both licensed occupations in Florida. It's not an impossible task to become licensed in a different state.
I'm not going to judge her if she changes her mind--I tell my kids to follow their heart...It is their life and their dreams and I will always be there for them no matter what they choose.

The best school in North Carolina and arguably among the best in the South is UNC-Chapel Hill. Her academics will allow her to get in, she will get an excellent education in whatever field she winds up with, there's just really no contest, despite offerings here of other schools. But I also need to suggest you find out which school in YOUR state is the finest, and take her there to visit, too. Really and truly, she can always transfer from your state after two years to wherever her major and interests take her, becuz after all, the first two years is almost all basics.
