There must be something cheap to make him stop???

Get a horn and toot every time and scare him. So he thinks every time he touches his stuff the horn goes off. Just like a dog who is doing something naughty.

The boy is a minor and not being cared for properly based on the original posts. This is what social services is for.

Agreed. And it is sad. But such behavior is unacceptable on many levels and may even put the neighbor's son at risk for harm if some hot head (who either knows or does not know about the background) gets upset that a teenage male/soon to be adult is engaging in such behavior either in front of the hot head or the hot head's children.

I just hope that everything works out for all.

Intent matters. In the security camera case, there was no intent to record a minor engaged in certain behavior. In the other example expressed by another poster in this thread, there is, even if some may understand and agree with this reason as a means of putting a stop to things.

If there is just a standard security camera that happens to record this, I'd tend to agree with you. But even in such a situation I would NOT under any circumstances keep any recording of that behavior on file. The one and only copy of that would be going to the police.

I don’t see the purpose of filming anyway. What would that accomplish? I’m sure mom knows because it’s probably a constant habit of his in or outside the house.

The purpose of capturing his behavior on a security camera is to have proof that he is not being cared for properly because left to his own devices, he may injure or kill an animal or burn someone's house down. The mother needs to get a handle on his public behavior, not get pizzed at the neighbors who bring concerns to her door.

Not to mention, if he can't refrain from touching himself, no way would he refrain from touching another child.

That is not proof he’s not being cared for properly at all. As I said it’s very common with DD populations. How on earth do you think his mom could stop it? He most likely had no understanding of what he’s actually doing. It’s instinct and or sensory based behavior. There is no reason to assume he’d be violent. I doubt he is allowed to wander the neighborhood alone. I agree mom sounds very defensive but I am not in her shoes.
