Yes, even though there are several free phone operations in our area, it still happens quite a bit Downtown. Typically it's a manner-deficient younger person: "Ay! Lemme use your phone!" And I don't make up anything, I just reply, "I don't loan it to strangers." Then I get the look that tells me what a steaming pile of bile I am or maybe even a comment like, "Oh, so it's like that?? Yeah, for me it is.
I've been on the receiving end once or twice, and that was when things were urgent! We had a power outage, husband was at work, my phone was out of battery, and the breast milk in my freezer was getting warm. I didnt know what to do and afraid my son would starve so I knocked on a neighbor's door (we didnt even know each other) and asked if I could call my husband.
I guess it all depends. Both times I always had my baby with me and people tend to be more lenient towards a mother.
No, I've never had this happen. If it should I would decline.
