He is coming off as a c***blocker but he may be awkward around girls and uses these situations as an opportunity to be included in a conversation with a girl.
if you dont make you intentions known to him how else will he know not to do it with you? telepathy?
I can read people. I wouldn't dare disrupt someone's conversation with a girl. I know when its time to be somewhere and when its time to go. Now the same girl he said I should go out with, when she had a BF I saw them in the stairs and I walked passed because that's general respect. However, she felt the need to move from him and talk to me. When I am with my girlfriend I cherish that time deeply and the last thing I need is some random disrupting it.
OP,I had a so-called "friend" like this back in the days. This guy would come to my house (uninvited, unannounced) and show off, try to make demands, etc. I never let him in the house and one of my neighbors, who knew his reputation, called the cops. He was warned sternly not to come back again, or he'd go to jail! He looked to me as he was told this, I just turned on my heel and went right back in my house without a word.
He never came back again. I guess he didn't want to get locked up.

Is that to the exclusion of all other friends?
You did say he was a friend.
Is he, or isn't he?
You and your girlfriend sound pretty mean to me......maybe try being honest with him..instead of ridiculing him.
