If your serious, you need to do some work. It's nice to have the forum to ask a question but this is an unanswerable question since there are so many variables.

As for utilities that depends on the house, your ability not to waist money, your comfort level, etc.

Take your time learn as much as you can and don't over pay for the house an error there could cost 10's of thousands of dollars. An error on buying could keep you trapped in a house. You might still want to wait until home prices stops going down.
