Based off of 2011-2015 census information(American FactFinder), here is the Black(alone) educational attainment for those 25 and older with at least a Bachelor's degree and up in NY metros and micro areas. Some areas will be skewed one way or another by institutions(colleges, correctional facilities, military, etc.). Size of population will vary of course. It is 22.5% nationally in this regard and 32.5% nationally as a whole.
Albany-Schenectady-Troy: 18.47%
Amsterdam: 9.4%
Auburn: 9.68%
Batavia: 6.5%
Binghamton: 15.45%
Buffalo-Niagara Falls: 14.92%
Corning(inc. Bath and Hornell): 19.45%
Cortland: 6.1%
Elmira: 9%
Glens Falls: 7.63%
Gloversville: 4.7%
Hudson: 14.73%
Ithaca: 30.35%
Jamestown-Dunkirk-Fredonia: 14.47%
Kingston: 11.27%
Malone: 2.64%
Ogdensburg-Massena: 9.75%
Olean: 20.9%
Oneonta: 22.51%
Plattsburgh: 6.42%
Rochester: 13.34%
Seneca Falls: 1.42%
Syracuse: 15.4%
Utica-Rome: 11.32%
Watertown-Fort Drum: 16.28%
NYC(NY portion): 23.36%
So, as you can see, Ithaca leads the state in this regard and it is likely due to its higher ed presence. Olean and Oneonta are relatively higher for similar reasons. Corning is likely due to Corning Inc., which has been supposedly looking for Black talent for decades.
In terms of a surprise, Rochester is lower than I thought it would be and Watertown-Fort Drum is somewhat higher than I thought it would be.
