In terms of utilities, I'm not sure if Olean is NYSEG, RGE, or National Grid territory.... I CAN say that for our 1-story, approx. 1000 sq. foot ranch, we are rarely over $200/month for gas and electric. However, we do not have central air and we keep our thermostat set pretty low (rarely over 65 degrees) in the winter.
I agree that Olean - especially parts of it - is a lovely, quaint little town.
The reactors are historically made by GE & Westinghouse although Dresser Rand (formally Ingersoll Rand) makes other equipment that may be used on US Navy ships in other roles.
The reactor containment vessels on ships are unlike those in commercial power plants which were made by Westinghouse, GE, and Babcock & Wilcox. I got my information on the Dresser plant in Olean from a retired employee.

With so many industries, institutions and businesses in and around Olean the economy really can't be depressed. Certainly downtown has seen better days but all in all Olean has fared better than many other northeastern cities its size.

I grew up in the area, and remember when Dresser started laying off employees... According to the county website, 2 of the largest employers in Cattaraugus County are the Seneca Reservation and the casino in Salamanca. (Dresser and Alcas are numbers 5 and 6 on that list, respectively.)

Last fall the company was involved in some technology education programs, so they seem to be sticking around...just not sure in what capacity and how many they will employ.
I was playing with the data from the NYS Dept. of Labor and the US Census....it looks like the majority of the jobs in the Olean area are in education and health care, since those 2 fields combined are more than 25% of the employment. (15% and 14%, respectively) Manufacturing is third at 13% - about 3500 jobs, and retail is another 11%.
Certainly Cattaraugus County has taken an economic hit like so many other areas in the northeast. But it has still managed to retain several industries that pay an above average wage. That means that people have money to spend, which is an outward sign of prosperity.
The last time I passed through Olean, the American Olean tile plant appeared to still be in operation. I went up that way via PA route 446 and passed the 300,000 square foot Ethan Allen furniture factory complex in Eldred, PA near the NYS border at Portville. Ethan Allen was a major employer for eastern Cattaraugus but it closed in 2009 leaving a big empty building. See link.

I agree ship board reactors are different but as I stated and this link shows Westinghouse, GE are the primary companies, no mention of Babcock & Wilcox or Dresser.

I couldn't find any references to Dresser Rand and naval nuclear reactors but I did find references to Struthers Wells and nuclear reactors. This retired Dresser employee told me that when Struthers went bankrupt, the jobs that Struthers did for the navy passed to Dresser.

Interesting link seems to be some type of nozzle assy. Its possible they were one of a thousand sub contractors that contributed to a final design.
