I drive around the northeast, particularly NY a few times per year. I live in FL and our electronic toll system (Sunpass) is currently not compatible with EZ-Pass in the northeast. Can someone from FL sign up for EZ-Pass from NY? Or do you have to be a NY resident? Looking at the EZ-Pass website, there seems to be about 13 states that honor EZ-Pass but Florida is not one of them.

I lived in NY when I first got my EZ-Passes but I now live in SC and still have and use them. I don't know for sure, but I would think you would be able to get one.
I got a NY EZpass and still use it in PA with a PA address. You might want to shop around for the states with the lowest fees for use.
After reading over the EZ-Pass website, it seems that each state grants toll discounts for holders of an EZ-Pass issued by that state. So, I am to assume that if I got a pass from Maine, using it in NY State on the Thruway may not necessarily mean I will get a discount? In other words, the pass is just as good as using cash then?
I believe some states discount all EZpass holders, some only theirs, and some only theirs with residency restrictions (e.g. if you have a NY EZpass issued to a Staten Island address I think you might get more of a discount on those bridges). So as always it depends on the fine print.

I think that the discounts might be less important than the fees that some states charge. NY doesn't charge additional fees for having an EZ-Pass but some other states do. Maybe that doesn't matter if you're a commuter and the discounts more than make up for the fees. However, if you're going to only use it 10 times a year, it would be hard to recoup an initial fee of $15 through discounts. Some states also have penalties for NOT using the EZ-Pass often enough.
I looked around and noticed you can but online or many merchants. The one I saw that might interest the OP is you can get the EZ Pass at AAA. Maybe s/he can go through a AAA in Fl to get one.
