I think it is a matter of what you are looking for in a community. I'd say that Jefferson County is more rural than Saratoga County. Saratoga County is a part of the Albany-Schenectady-Troy metro, where as Jefferson County isn't in a metro area and is the county for the Watertown Micropolitan Area. Employment will depend on what you can do and what you are looking for. Jefferson County has a strong military presence due to Fort Drum. For an airport, while there is Watertown International in Jefferson County, it is very small and people tend to go to Syracuse for flights and Saratoga County folks go to Albany International. Both would probably be great for raising kids.
