The city could easily rid itself of these problems, but by doing so it would probably violate the state or federal constitution.
I've been in many cities across Asia that are similarly large and congested like NY but lack comparable street crime & drug problems. They have much harsher criminal penalties and that is mainly how they deal with it.
Also an important thing might be that the PJ's are akin to rental buildings. I think that if apartments in the PJs were sold to the people living there, instead of taking the 1/3 of the paycheck, they would be in somewhat better shape. People generally tend to take better care of property when they own it, rather than rent.
$900 for a studio and $500 for sharing an apartment. Thats pretty cheap by NYC standards. How much lower are you expecting? I don't think you can get below $800-$900 for a studio in the city and be in a decent area.
